Not so sure about tubbing but you will have to check with the Lake Mead National Recreation Area. I know swimming, water skiing, boating and other recreational activities are allowed at the lake.
There is only one lake in the Vegas area, Lake Mead in Boulder City about a hour drive away. Unfortunately they do not rent tubes, etc. You can park at the beach area and bring your own tubes.
If you are into out-door activities, within a couple of hours from the strip are: Lake Mead and the Colorado River where you can tube or rent a boat for the day, Red Rock with its wonderful circle drive, Mount Charleston where you can go play in the snow in the winter , El Dorado Canyon with its old gold mine, Valley of Fire with its colorful rock “animals”. These are just a few of the options around Las Vegas. Take a look at videos at VegasNature.com. Vegas Nature’s videos are followed map and directions to each area. You may want to email their trip adviser also.
Lake Mead is your best bet.
